The county is under increasing development pressure and needs to maintain an accurate land cover database so it may guide development in a sustainable way from both economic and environmental perspectives. The land cover layer was designed and built as a continuation of hand-digitized layers compiled in the 1990s. The current layer was completed using primarily automated methods and current high-resolution aerial imagery (6 inch resolution, leaf-off), as a comparison for cost and accuracy to the earlier automated and manually-produced datasets. This version was updated in 2011 using 4-band aerial imagery collected in the spring of 2011 by the State of Maryland. Areas that have undergone change in the period 2008-2011 were updated to reflect those changes, and any inconsistencies found in the 2008 dataset were corrected. An Urban Tree Canopy dataset produced in 2008 by the University of Vermont was used to provide estimates of tree canopy for each polygon, or map unit.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>
<idPurp>The goal of this project is to provide Anne Arundel County with an accurate representation of land cover in Anne Arundel County. The database is suitable for many planning and modeling purposes, but was designed and attributed for input into hydrological water runoff and nutrient loading models.</idPurp>

<stepDesc>The 2008 update of this dataset was accomplished through comparison of the 2004 IKONOS imagery with 3-band aerial imagery collected in the spring of 2008. The new imagery was segmented using Definiens software, and for each segment, statistics were summarized for each band in the 2004 and 2008 imagery datasets. These statistics were normalized on the basis of the 2004 landuse classification using proprietary software. Thresholds were then developed to separate changed polygons from unchanged polygons. These polygons were then examined and labeled for their 2008 landuse class, and after a manual cleanup process, merged into the 2004 landuse dataset. Rules were developed for logical consistency when merging 2008 polygons into the 2004 dataset to flag any illogical change for further examination. Examples of this might include a residential polygon changing to forest, or high-density residential changing to low-density residential. Once illogical and inconsistent changes were examined, the entire dataset underwent Quality Control and Quality Assurance checks prior to submission to Anne Arundel County. In addition to 2008 updates, the following changes were made to the 2004 landuse dataset to create the 2008 version: landfills, which were given a label of industrial in 2004, were changed to reflect their actual land cover, usually open land. Certain older heavily-wooded residential areas were given a label of Residential Woods, based on interpretation by Anne Arundel County staff. Urban polygons, which in 2004 extended into large water bodies, were altered to reflect the actual shoreline based on the 2008 imagery. Residential landuse polygons were used to summarize a parcel layer provided by the county. From that summary, new labels were created to characterize them from Residential 1/8 acre to Residential 2-acre. Those previously identiffied as Residential Woods were excluded from the analysis.</stepDesc>

<stepDesc>This first step details the workflow used to create the 2004 Landuse product from IKONOS imagery: Using a binary impervious surface classification created from the same IKONOS imagery used for the landuse classification, impervious features were labeled with a landuse layer created for Anne Arundel county in 1995. Roads were removed from this layer using the county's line road database, buffered according to road type (primary, secondary, tertiary). This left buildings, parking lots, and other structures The labeled impervious layer was then buffered using distances which depended on the landuse type. Residential types were buffered by 70 meters, and commercial and industrial types were buffered by 10 meters. When buffers of different types coincided, they were cut so that the meeting point was equidistant from the impervious surfaces (they met in the middle). An exception to this occurred when a residential type coincided with commercial or industrial. In those cases the commercial or industrial types took precedence, since their buffers were much smaller. The classification of developed classes was then examined for changes from the 1995 land use data. Areas that changed from one developed class to another, for example, would be labeled wrongly, whereas an area that was a natural landcover type in 1995 and developed in 2004 would have no label. In the 1995 landuse layer, many areas, especially in the northern portion of the county, were labeled as "governmental". These were re-examined for the current classification and re-labeled as residential, commercial, or industrial. Residential classes (1/8-acre to 2-acre) were identified by calculating the percentage of impervious surface within each residential buffer. Breakpoints for each residential class were calculated based on the number of visible lots/acre within randomly selected buffers. Major and Secondary roads were added into the layer using Anne Arundel county's road database. The result was then edited to clean up extraneous impervious buffers. Non-impervious features were segmented using eCognition software and the IKONOS imagery. The impervious buffers, produced earlier, were used in this model to define the developed areas. Pervious (natural) features were classified in eCognition using a combination of supervised training and a user-defined rule based using statistics derived from the IKONOS imagery. Adjacent polygons were then dissolved based on their given class. Attributes were reviewed for any unclassified or small polygons that needed to be dissolved into surrounding polygons or re-classified. Polygons were manually checked for inaccuracies, and edits were applied as needed. Zonal statistics were run using the land use classification and the complete impervious surface layer in order to calculate the percent of impervious surface in each land use polygon, and these statistics were written to the landuse layer's attribute table. A final check was conducted on all attributes for accuracy, and topology was built and validated for the dataset.</stepDesc>

<stepDesc>The 2011 update of this dataset was accomplished through comparison of the spring 2008 3-band imagery with imagery from the 2011 State of Maryland spring aerial collect. Unlike the previous process, this update began by comparing the newly-updated impervious dataset, compiled using the 2011 imagery and planimetric data, with the 2008 1 meter impervious. This procedure produced a change dataset showing gains, losses, and changes in impervious surfaces. The change dataset was given preliminary labels via a parcels dataset and manually checked for accuracy. The 2007 Urban Tree Canopy dataset was compared with the pervious classes from 2008 to label inconsistencies, which were flagged for manual checks. During this time, canopy losses on the scale of the Minimum Mapping Unit (0.25 acre) and above were also delineated. Changes from a pervious class to an impervious, or urban class, would be flagged through the first change detection. For this update, those residential polygons that had been given a label of Residential Woods in the 2004 and 2008 datasets were given labels reflecting the average parcel size, and the classification of Residential Woods was removed from the classification scheme. The 2007 Urban Tree Canopy dataset was summarized by each polygon in the land use dataset, and this percentage attached to the attribute table.
Once assembled, the entire dataset was checked for quality and topological errors by an independent analyst, and errors corrected if found.</stepDesc>
